The Penguin decides to become a legitimate businessman, albeit a crooked one. He establishes contact with a former schoolyard bully, who is now successful in business and works out a deal with him. Randy Holmes will act as Penguin's middleman and Penguin will use his intelligence to manipulate the stock market and rake in the profits. Batman discovers how Penguin is manipulating the market, captures him and brings him in.
